« The technical development
of Internet is the object of an original approach where
collective conceptualisation is based on a certain amount
of individual initiatives »

« Presently where Internet
plays the role of an infrastructure in an information society,
its evolution becomes fundamental for a constantly growing number
of new actors. Internet itself offers henceforth the means which
allow these evolutions to be presented, discussed and modified
in a more efficient way (…) ».
In order that the « collective conception»,
evoked by J.-F. Abramatic, becomes more than a simple accumulation
of individual initiatives it becomes necessary to reach a new
threshold of complexity, out of which should emerge new characteristics,
notably by triggering the systems of self-organisation. Experiences
in the fields of biology, physics or mathematics have proven that
each new level of complexity reveals new laws.
* Jean-François Abramatic is the
author of the report on « Développement technique
de l’Internet » produced within the framework
of the program for governmental action for the information society.
